This year, cities like Tianjin, Shanghai, Jiangsu, and Anhui have implemented plans or refined existing ones, exploring diverse meal assistance methods tailored to their local contexts with notable success. However, there are challenges in practice; for instance, some senior dining halls are struggling to sustain operations due to high costs. To successfully address this crucial issue for the public, we need to focus on sustainable resources, operations, and services.

The recent allocation of 300 million yuan from the central government serves as a timely boost, acting as a “golden key” for the ongoing development of senior dining halls. This funding can facilitate the market-oriented operation of elderly meal assistance services by broadening financial support channels, encouraging a model where the government contributes, businesses pitch in, society donates, and individuals also contribute. Additionally, where feasible, regions can offer certain subsidies for seniors and senior dining halls to alleviate operational pressures.

Another challenge hindering the establishment of senior dining halls is inadequate space. In some better-off areas, a 15-minute meal assistance service radius has been established, allowing seniors to enjoy convenient dining services close to home. However, many regions, particularly rural areas, still lack meal assistance points. It may be beneficial to leverage existing elderly care institutions, comprehensive elderly communities, and care centers, enabling property management, housekeeping services, and community committees to set up senior dining halls according to local conditions for easier access to meals.

For senior dining halls to thrive, utilizing supply chain advantages and adopting chain-based, large-scale operations to lower costs and enhance efficiency is a feasible direction. In urban communities, we could introduce models like “central kitchens plus distribution points” or mobile food trucks, organizing self-serve tables for seniors dining on-site, while also providing meal delivery services for the elderly who are frail or have mobility issues. In rural areas, we might consider building on local distributions, accommodating dispersed residences through self-operated dining halls, volunteer meal delivery, or neighborly assistance.

A small meal can significantly impact public welfare. Promoting the sustainable and healthy development of senior dining halls not only addresses the dining needs of seniors but also plays a crucial role in enhancing the happiness index of elderly care at home. Collaborative efforts from all parties are essential to ensure this service truly benefits everyone.
