On October 16, at 11 AM, Hong Kong’s Chief Executive John Lee Ka-chiu presented the 2024 Policy Address at the Legislative Council. This marks his third Policy Address since taking office and is notably the first following the legislative completion of Article 23 of the Basic Law.
The theme of this year’s address, “Reform and Development Together, Benefiting the People to Build the Future,” was reflected in the green color chosen for the cover, symbolizing the continuity and interconnectivity of the government’s policies. Lee emphasized that green also signifies harmony, vitality, and prosperity, encapsulating the vibrant momentum Hong Kong is currently experiencing as it transitions from governance to flourishing, with a multitude of initiatives underway. On this occasion, he and several government officials donned green ties and scarves.
In the Policy Address, Lee is expected to outline a series of reform policies and measures focused on economic development and improving residents’ livelihoods. Key topics will include land and housing issues and enhancing Hong Kong’s competitiveness.
Later that afternoon, Lee will hold a press conference at the government headquarters to discuss the Policy Address in detail. In the evening, he is set to participate in a televised forum to further engage with the public.
